Narrative:
Established on the ILS approximately 13 miles out we reported the runway in sight and were cleared for the visual approach. We were advised there was traffic to the east joining the ILS to 16L. We reported the traffic in sight and continued the visual with the ILS backup to 16R. As the traffic for 16L began to turn to the final; we got a TCAS RA descend. When we looked over for visual confirmation we were surprised to see our traffic no longer turning to intercept 16L; but now turning straight toward us. In responding to the RA; we managed to descend below the traffic as he passed above us and out of sight. Thinking that the other traffic was merely close; I delayed responding to the RA till I had visual confirmation. Traffic passed closer than we'd have liked and we are still not sure of what he was doing.

Title: An air carrier jet on a long final for DEN Runway 16R experienced a TCAS RA with traffic assigned to intercept the 16L final approach course. The traffic had not intercepted the final to the left and flew through the localizer for the right runway.
