Narrative:
Mlt X on TACAN 32 approach avoided collision with a traffic watch aircraft, small aircraft Y, who was at the final approach fix for the TACAN maneuvering along the freeway. We were not advised of any traffic in the vicinity from ATC. Small aircraft Y was not monitoring our frequency, ie, nuq tower. Aircraft tail # was idented by audio tapes from the moffett tower. Small aircraft Y had transitioned moffett airspace and switched to sjc tower before we had established communications with moffett tower.

Title: MLT ON TACAN APCH TOOK EVASIVE ACTION TO AVOID SMA CROSSING FINAL APCH COURSE.
Narrative: MLT X ON TACAN 32 APCH AVOIDED COLLISION WITH A TFC WATCH ACFT, SMA Y, WHO WAS AT THE FINAL APCH FIX FOR THE TACAN MANEUVERING ALONG THE FREEWAY. WE WERE NOT ADVISED OF ANY TFC IN THE VICINITY FROM ATC. SMA Y WAS NOT MONITORING OUR FREQ, IE, NUQ TWR. ACFT TAIL # WAS IDENTED BY AUDIO TAPES FROM THE MOFFETT TWR.
