Narrative:
A crj cak inbound at 130 descending to 110. Cleveland approach called me and told me to climb the crj back to 130 I told them he was already descending to 110 they said you have traffic at 120; I told them 'I don't know who you are talking about'. I called yng sector to tell the crj was climbing to 130. Yng sector then expedited their traffic to 140. I switched the crj to cle approach. Recommendation; there needs to be an automation fix; because we have to ARTS force every cak inbound to cle approach; regardless of what company it is. This is a real problem. Second there needs to some sort of crossing fix that a restriction can be given to the airplanes.

Title: ZOB Controller described a loss of separation event involving traffic inbound to CLE Approach; the reporter noting that automated hand off procedures need to be fixed along with additional crossing fixes.
Narrative: A CRJ CAK inbound at 130 descending to 110. Cleveland Approach called me and told me to climb the CRJ BACK TO 130 I told them he was already descending to 110 they said you have traffic at 120; I told them 'I don't know who you are talking about'. I called YNG Sector to tell the CRJ was climbing to 130. YNG Sector then expedited their traffic to 140. I switched the CRJ to CLE Approach.
