Narrative:
Let me apologize in advance as I am writing this report based on a memo left in my mail file 10 fri 88 stating, 'complaint filed by FAA' re incident on oct tue head to head with mdt, both went around.' personally I feel from our standpoint, there was no incident worth mentioning, however, I will explain what occurred that I feel may have generated this complaint. On oct tue 1988 I was giving initial line training to a new first officer. We were on an IFR flight plan from pdx to psc and being controled by ZSE. We were approximately 10 mi from pasco and there was also an air carrier B flight on our frequency whose destination was also psc. The center told air carrier B of our position and air carrier B told the controller that they had us in sight. The center controller then very clearly told air carrier B to follow us to the airport and air carrier B acknowledged. At approximately 5 mi from the airport, we reported the field in sight and that we would be using runway 21R (due to lateness pasco tower was closed). Center cleared us for a visual approach to the pasco airport. We made right traffic to runway 21R. (Note. This is the only runway equipped with an ILS.) turning right base we noticed air carrier B lined up for a straight in approach to runway 12. At this point there was approximately 5-7 mi between us. When we made our turn to final, we observed air carrier B making a missed approach. We continued our approach to landing which was normal and uneventful. I feel that the only cause for air carrier B's go around was due to their non compliance with center's instruction to follow us. Please note also, there was never a head to head situation and both aircraft did not go around.

I FEEL THAT THE ONLY CAUSE FOR ACR B'S GO AROUND WAS DUE TO THEIR NON COMPLIANCE WITH CENTER'S INSTRUCTION TO FOLLOW US. PLEASE NOTE ALSO, THERE WAS NEVER A HEAD TO HEAD SITUATION AND BOTH ACFT DID NOT GO AROUND.
