Narrative:
I thought the A319 aircraft was clear; checked outside [cockpit]; looked all clear; turned hydraulics 'on'; started to let flap/slats 'up'. To my surprise the wing refueling door was open and safetied to the slat and was pulled up with the slats; damaging the refueling panel door. When personnel started yelling; I stopped hydraulic power to the flaps and slats. Need to have a red [warning] flag and not safety parts to moving aircraft parts.

Title: While retracting an A319 Flaps and Slats in company Maintenance hangar; a Lead Mechanic suddenly hears mechanics yelling to stop. To his surprise; the Refueling Door panel had been safetied 'opened' to a slat and pulled up with the retracting slat; damaging the Refueling Door.
