Narrative:
We were at FL310 when we got a TCAS RA; climb 1;500 FPM; monitor vertical speed. I quickly disconnected the autopilot and began climbing and actually saw the intruder aircraft off our nose showing +300 ft and starting to climb also. Then TCAS commanded descend 1;500 FPM; so I complied while keeping and eye on the TCAS aircraft. Then the RA was resolved and we climbed back to FL310 and told la center about the RA.

Title: MD83 Captain experiences a TCAS RA at FL310 initially indicating a climb then reversing to a descent. The other aircraft is sighted initiating a climb.
