Narrative:

I have been assigned 'short call standby' until report time later this morning for a trip. It is not possible to get rest while on 'short call standby'; being on short call 'until report time' will lead to fatigue and lack of alertness; not at all a safe operation. I will be happy to follow the guidelines of short call standby up to report time; I will leave my phone on in order to return a call to scheduling within 15 minutes and report for duty within 1 hour and 30 minutes. This will however mean that I will not have had the rest to safely operate the aircraft on my assigned trip and feel that I should be replaced with a pilot who has or be removed from my short call status to get the necessary rest.
