Narrative:
A DA40 en route MMM.V21.mlf.v21.kogd. MSAW alert went off when aircraft entered an 116 mia polygon. I told my supervisor. He asked if he was assigned the airway. I answered affirmative. He walked away like it was no big deal. Now the airway MEA is 10;000. But we have a local order that states you can not assign any altitude below the mia. It says nothing about having the aircraft assigned or established on the airway. Recommendation; the wording needs to clarify about the airways. I feel management is trying to make a gray area in case something happens to cover themselves. When we received the briefing on the new order the answer to most questions was to interpret the 7110.65 in our best judgment. If we are going to point blame in a black and white manner then we need black and white rules.
