Narrative:

While executing VOR/DME runway 35 approach, lihue, hi, small aircraft aircraft crossed approximately 1000' above us and about 2 mi in front of us. He was a VFR, air tour operation. We were at initial approach altitude of 2000' and 13.0 DME. WX conditions were 2500' scattered and visibility 15 mi. The concern here is the mix of crossing VFR traffic and IFR traffic on approach within the confines of the approach corridor. Conflict could possibly occur if cloud conditions were broken to overcast with lower bases and small aircraft pilot decides to 'duck under' to stay VFR.

Narrative: WHILE EXECUTING VOR/DME RWY 35 APCH, LIHUE, HI, SMA ACFT CROSSED APPROX 1000' ABOVE US AND ABOUT 2 MI IN FRONT OF US. HE WAS A VFR, AIR TOUR OPERATION.
