Narrative:
A B737 landed runway 35C. I instructed him to hold short of runway 35L; which he read back. I cleared an E145 for take off runway 35L. I looked up and saw the B737 entering runway 35L and stop on the runway. About the time the pilot said he got on the runway; I heard the warning system and canceled the E145's take off. I don't recall the exact order that things happened.
