Narrative:
Presidential tfr restricted the use of access to the mvy airport with access allowed through gateway airports. The tfr indicated that ATC would approve certain IFR operations into the mvy airport with approval from designated security. ATC cleared our aircraft to depart from a non-gateway airport and arrive at the mvy airport. It was our understanding that the FAA approval to land at the airport was approved through the required security measures as we were cleared by the FAA to proceed directly to the mvy airport. The tfr was unclear in its ability to describe how this authorization took place (whether it happened behind the scenes; or if the pilot was directly contacted with regards to the ability of the FAA to clear aircraft to the mvy airport). Our understanding is that the FAA is the final authority to regulating aircraft operations and thus we trusted that our authorization to operate was in compliance with all ATC rules and regulations.
