Narrative:
After entry into the traffic pattern and cleared for a touch and go on runway 21R; a helicopter was cleared for a helicopter approach procedure that is unknown to me (the student pilot). During this time; a C172 was cleared to land on runway 21L. After the touch and go; I realized that the C172 was also executing a touch and go on 21L and that the helicopter was flying parallel to runway 21R. I continued to fly runway heading; as cleared; and during this time I came uncomfortably close to the helicopter during the climb. Possible causes are the special helicopter procedures at the airfield that are not known by most airplane pilots; and the lack of distance between the helicopter and the runway. Possible solution: do not allow helicopters to be within a certain distance of runways while airplanes are utilizing the runway surface; and require controllers to notify airplane pilots of special helicopter procedures if they are currently in use.

Title: A pilot climbing after a PRC Runway 21L touch and go recognized his proximity to a helicopter departing Runway 21R using a Special Helicopter Procedure which permits minimal separation between aircraft on parallel departures.
