Narrative:
Departed bfi approximately XB00 UTC VFR runway 31L. Tower cleared, left turn end of runway (declared direction to bremerton initial contact) heading selected 270 degrees magnetic, ground check and altitude 800', crossing the shoreline at 1000' started to climb to 1500', ground check blake island, time out approximately 14 mins, tower traffic advisories inbound/outbnd. Bremerton, kitsap NDB 206 verified and audio on, ADF needle centered for direct to beacon, heading 258 degrees, time out now 17 mins, initiated climb to 3000', ground check pt orchard, time out 21 mins, listening bremerton unicom 122.7 and bfi tower, ground check, bremerton on my right, pt orchard channel below, bremerton airport sighted, time out 25 mins, initiated climb to 3500'. Bfi tower controller requested my present altitude. Reported back 3500' level. Controller stated 'showing 3600',' and that the floor was 3000'. Requested immediate descent to 3000'. Complied immediately and further descended to 2500'. Nothing else was communicated, and as I was approximately 8 mi from the bremerton airport requested frequency change. Change approved. Completed my mission and returned to bfi home base west/O further incident or comment. Prevention: maintain VFR below the floor till arriving at destination airport area, then declare intentions and altitude.
