Narrative:
Skills check on radar east with busy VFR traffic. An over flight ZZZ transitioning the airspace level at 5000 IFR was not issued 7000 before entering the 7000ft MVA. I was encouraged to ask for a hand off. I continued to catch up on strips but got busy and overlooked the altitude of the over flight. It was brought to my attention as I was handing the aircraft off the the adjacent sector. Recommendation; I should have asked for a hand-off before I got behind.

Title: Developmental RADAR Controller described a below MVA event when forgetting to climb an IFR aircraft; the reporter noting hand off assistance should have been requested prior to the event.
