Narrative:
Normal departure; ATC cleared us from 17;000 ft to FL230 and the tail compartment temp light/master warning illuminated; accomplished QRH items. After switching pack fans from auto to hp bleeds off in accordance with the QRH; the tail compartment light extinguished. Leveled off at FL180 declared an emergency and returned for landing. After a normal landing I stopped on the runway; we had arff check over the aircraft and they cleared us to the gate.

Title: MD80 flight crew experiences a Tail Compt Temp High light climbing out of 17;000 FT. An emergency is declared and flight returns to departure airport. Warning extinguishes when the HP bleeds are turned off per checklist procedures.
Narrative: Normal departure; ATC cleared us from 17;000 FT to FL230 and the Tail Compartment Temp light/Master Warning illuminated; accomplished QRH items.
