Narrative:
We were on an armel arrival into dca, level at 12000'. An air carrier medium large transport Y on departure from iad took a VFR climb through our altitude to 17000'. Dulles approach gave us traffic at 11 O'clock. There was an aircraft in that position who then passed us on our left. Looking back at our 12 O'clock we saw the landing lights of another airplane. This aircraft passed our left side in about a 45 degree bank to his right. He was a little lower and about 400' to the side. We could make out the type of plane from his logo light. When I first saw this traffic, I thought it was an aircraft much further and lower, that had departed dulles. You don't normally see anyone at that altitude with their landing lights still on. Also, I feel the controller must not have monitored the situation after he cleared medium large transport Y for the climb and issued us the traffic. I think based on this experience it would be wise to not allow any VFR climbs at night in a busy area like washington.

Title: CLOSE PROX 2 ACR-MLGS.
Narrative: WE WERE ON AN ARMEL ARR INTO DCA, LEVEL AT 12000'. AN ACR MLG Y ON DEP FROM IAD TOOK A VFR CLB THROUGH OUR ALT TO 17000'. DULLES APCH GAVE US TFC AT 11 O'CLOCK. THERE WAS AN ACFT IN THAT POS WHO THEN PASSED US ON OUR LEFT. LOOKING BACK AT OUR 12 O'CLOCK WE SAW THE LNDG LIGHTS OF ANOTHER AIRPLANE. THIS ACFT PASSED OUR LEFT SIDE IN ABOUT A 45 DEG BANK TO HIS RIGHT. HE WAS A LITTLE LOWER AND ABOUT 400' TO THE SIDE. WE COULD MAKE OUT THE TYPE OF PLANE FROM HIS LOGO LIGHT. WHEN I FIRST SAW THIS TFC, I THOUGHT IT WAS AN ACFT MUCH FURTHER AND LOWER, THAT HAD DEPARTED DULLES. YOU DON'T NORMALLY SEE ANYONE AT THAT ALT WITH THEIR LNDG LIGHTS STILL ON. ALSO, I FEEL THE CTLR MUST NOT HAVE MONITORED THE SITUATION AFTER HE CLRED MLG Y FOR THE CLB AND ISSUED US THE TFC. I THINK BASED ON THIS EXPERIENCE IT WOULD BE WISE TO NOT ALLOW ANY VFR CLBS AT NIGHT IN A BUSY AREA LIKE WASHINGTON.
