Narrative:
Departed fdk on runway 23; announced a left downwind departure. Called left crosswind and left downwind turns while climbing. Approximately one mile from approach end of runway 23 aircraft Y with a flight instructor and student approached from my 4:00 position; approximately 200 ft above and approximately 200 ft horizontally. I picked the plane up while actively scanning; as the plane had announced itself as overflying at 2;500 ft approximately 2-3 minutes prior. The cessna made no other calls. I took evasive action by abruptly leveling resulting in a negative g feeling that frightened my passenger. There was no indication the cessna saw me; despite my aircraft being on the instructor's side and below their high-wing aircraft.

Title: The pilot of a low wing experimental aircraft reported an NMAC with a high wing light aircraft that was above him near FDK.
Narrative: Departed FDK on Runway 23; announced a left downwind departure. Called left crosswind and left downwind turns while climbing. Approximately one mile from approach end of Runway 23 Aircraft Y with a flight instructor and student approached from my 4:00 position; approximately 200 FT above and approximately 200 FT horizontally.
