Narrative:

Mechanic found the crew oxygen bottle shut-off valve in the closed position. Valve was also safety wired in the closed position. Bottle was changed at foreign station in november 2011. Issue was found during the a-check performed at the hangar. Oxygen needed to be serviced and mechanic was unable to fill crew oxygen. Upon further investigation he found the crew oxygen shut-off valve closed. The a-check jobcard exterior check also requests mechanic to check to make sure the shut-off valve is lockwired in the open position.

Narrative: Mechanic found the crew oxygen bottle shut-off valve in the closed position. Valve was also safety wired in the closed position. Bottle was changed at foreign station in November 2011.
