Narrative:

I was on local control; aircraft X has been cleared to land runway 4L. I watched aircraft X descend to short final and there was nothing unusual with the aircraft. I turned to look at the next aircraft on approach and at that moment ground control announce that we need to pick up the crash phone and call in and emergency for aircraft X. When I turned back to look at aircraft X; he was rolling out and seemed to be normal. I then asked if they needed any assistance and they replied saying that they landed 'hard' and that they were fine. I asked if they wanted to declare an emergency and they said negative and that they were fine and just had a hard landing. So then I proceeded to instruct aircraft X and told them to turn right on the next taxi way and cross runway 4R and contact ground. When aircraft X was in between the runway they advised that they were unable to turn to straighten out their front gear and asked if they can make a 360 to try to straighten out their front gear. I said proceed as requested. They were unable to and they requested to shut down the aircraft and wait for assistance. A vehicle was dispatched and arrived at the location of the disabled aircraft. The vehicle then advised me that the aircraft was shut down and was unable to use their radio.

Title: Tower Controller described a hard landing event that resulted in a disabled aircraft between runways unable to move.
