Narrative:

No TA/RA [was] created [by this event]. [We were] departing runway 24 on the ruudy 3 departure. [It was a] very busy day at teb; strong surface winds with LLWS. We were cleared to 2;000 ft on the departure and that is what was set in altitude alert window. Departed in turbulence in climb and continued to 2;000 ft without leveling at 1;500 ft. The departure states wentz 'at 1;500 ft' 2 miles before tasca 'at 2;000 ft.' this is confusing because I just departed rdu with a departure stating 'at XXXX' which at that airport meant be at that altitude before turning off of the assigned departure heading. Bottom line; crew made error not leveling at fix! Won't do that again!
