Narrative:
The lead vehicle in a runway/taxiway cleaning operation asked ground for permission for turn around's on runway 22 at A3 and north. Ground control requested this with me and was approved by me. Several minutes later a regional jet called inbound to runway 22 and was cleared to land on runway 22. I then informed ground control of the crj being inbound to runway 22. I recall ground control saying that he was clear of the runway and visually checked that the runway was clear which it was. Upon further review ground control did not give any hold short instructions to the vehicle team; and could not recall if he said he was clear of the runway. Move the winter operations briefing to prior to winter ground operations commencing so that the four people training that have never worked a winter are better prepared.

Title: Tower Controller reports being asked by Ground to allow Broom Trucks on the runway for sweeping; which is approved. A few minutes later a Regional Jet is cleared to land without advising Ground Control. The Broom Trucks were never advised of the inbound aircraft and although physically clear of the runway may not have been technically clear.
