Narrative:
Dca tower cleared us 'into position and hold runway 15' following an small transport Y powering up for takeoff. After approximately 1-2 minutes 'in position', tower came back saying he 'had not' cleared us onto the runway. I told him that in fact he had done so. No reply. Seconds later, we were cleared for takeoff and nothing more was said. I believe, due to the very heavy traffic, tower was confused as to his instructions to us.

Title: CORP LTT ANSWERED CLRNC POSITION AND HOLD AND COMPLIED. LCL CTLR CLAIMS NOT CLEARED INTO POSITION.
Narrative: DCA TWR CLRED US 'INTO POSITION AND HOLD RWY 15' FOLLOWING AN SMT Y POWERING UP FOR TKOF. AFTER APPROX 1-2 MINUTES 'IN POSITION', TWR CAME BACK SAYING HE 'HAD NOT' CLRED US ONTO THE RWY. I TOLD HIM THAT IN FACT HE HAD DONE SO. NO REPLY. SECONDS LATER, WE WERE CLRED FOR TKOF AND NOTHING MORE WAS SAID. I BELIEVE, DUE TO THE VERY HEAVY TFC, TWR WAS CONFUSED AS TO HIS INSTRUCTIONS TO US.
