Narrative:
Our commuter flight was holding short of the runway. The airport is uncontrolled and is serviced by a FSS station. We were awaiting our clearance from FSS and monitoring the frequency for the field. Our release was being held because of an inbound aircraft that was on an IFR flight plan. The field was VFR at this time. At this time the inbound aircraft came over the midfield to approach end of the landing/departing runway and proceeded upwind. Then he crossed over for a left downwind for the intended runway. While on downwind, the clearance was read to us, acknowledged, and we were released. I was asked, where the inbound a/C's position was and I looked to my right and observed him to be downwind, just abeam of the numbers (also he was low). Since the inbound was on downwind, not base, we proceeded to advance the speed levers and reported taking the runway for departure to the west. The time expired from seeing the inbound a/C on on downwind and our aircraft rolling on the runway, was less than 10 seconds. The inbound craft was VFR and he announced we were exercising an unsafe practice and that he was going around. There was no way this aircraft could have flown anything close to a traffic pattern and have to go around. He did not call base or final although the FSS person said he did. This person's a/C is based at the FSS airport. This G/a pilot stated he was going to file a complaint with the FAA. I maintain the pilot of the general aviation craft was unsafe and I also will not deviate from my statement. In the schedule service of commuters, many routes are to uncontrolled fields. General aviation aircraft have continuously been negligent in radio transmissions and basic airmanship in these areas. I have always felt a standard traffic pattern should be flown at all non-controled fields, however more and more I see general aviation not observing these rules.

Title: ACFT COMPLETES IFR APCH AND THE FLIES NON STANDARD PATTERN AT NON TWR ARPT.
Narrative: OUR COMMUTER FLT WAS HOLDING SHORT OF THE RUNWAY. THE AIRPORT IS UNCTLED AND IS SERVICED BY A FSS STATION. WE WERE AWAITING OUR CLRNC FROM FSS AND MONITORING THE FREQUENCY FOR THE FIELD. OUR RELEASE WAS BEING HELD BECAUSE OF AN INBOUND ACFT THAT WAS ON AN IFR FLT PLAN. THE FIELD WAS VFR AT THIS TIME. THERE WAS NO WAY THIS ACFT COULD HAVE FLOWN ANYTHING CLOSE TO A TFC PATTERN AND HAVE TO GO AROUND. HE DID NOT CALL BASE OR FINAL ALTHOUGH THE FSS PERSON SAID HE DID. THIS PERSON'S A/C IS BASED AT THE FSS AIRPORT. THIS G/A PILOT STATED HE WAS GOING TO FILE A COMPLAINT WITH THE FAA. I MAINTAIN THE PILOT OF THE GENERAL AVIATION CRAFT WAS UNSAFE AND I ALSO WILL NOT DEVIATE FROM MY STATEMENT. IN THE SCHEDULE SERVICE OF COMMUTERS, MANY ROUTES ARE TO UNCTLED FIELDS. GENERAL AVIATION ACFT HAVE CONTINUOUSLY BEEN NEGLIGENT IN RADIO TRANSMISSIONS AND BASIC AIRMANSHIP IN THESE AREAS. I HAVE ALWAYS FELT A STANDARD TFC PATTERN SHOULD BE FLOWN AT ALL NON-CTLED FIELDS, HOWEVER MORE AND MORE I SEE GENERAL AVIATION NOT OBSERVING THESE RULES.
