Climbing through approximately 19;000 ft; stab trim 2 and stab trim 3 and auto pilot EICAS messages appeared; completed checklist for EICAS messages. Called dispatch and maintenance control and used emergency authority to recycle circuit breakers with no help. Declared an emergency; dumped fuel and returned for landing. Exited runway; waited the required hour for brakes to cool; and was towed to gate.

Title: B747-400 flight crew experiences a jammed stabilizer climbing out of FL190. After consulting with Maintenance Control and troubleshooting with no improvement; an emergency is declared and the flight returns to the departure airport.
