Narrative:

I wrote up a nose gear vibration. Maintenance arrived at the aircraft and began to look at the aircraft. I went inside and when I arrived at the gate I observed the work being done on the aircraft. Of initial concern was that they only had one main gear chocked and no gear pins installed as I thought was normal procedure. When I arrived they were finishing the work and lowering it off the jack. We began working on loading the passengers.I reviewed the logbook when it was returned to me and went outside to check the work. I immediately noticed that the left nose gear tire was installed with the chine to the inside. I wrote this up in the logbook and called it into maintenance control. They once again started to work with no gear pins and had the aircraft jacked up with no chocks in place. I stopped them from continuing until it was chocked. I also did not observe any aircraft maintenance manual material available either the first time or second time. This might have been there; but was not observable to me. They reinstalled the tire correctly this time; I reviewed the logbook and verified the work was completed correctly.rushing this job seemed to be the factor. They seemed to be behind the curve with their equipment and were rushing to get completed but their rushing only slowed things down.

Title: A CRJ-200 First Officer addressed several procedural improprieties and an improper installation on the part of maintenance personnel when they replaced a nose wheel tire.
