Narrative:
Pmp airport paved a new taxiway just east of taxiway delta between taxiways lima and kilo and west of runway 33. The new taxiway is now open. It is not named; marked or depicted. The new taxiway ends at taxiway kilo. Aircraft are instructed to taxi to runway 33 via taxiway lima (full length runway 33 departure). They now turn on the new taxiway as there is a sign next to it stating runway 33. This new taxiway takes them to a runway 33 intersection departure at taxiway kilo. They did not receive taxi instructions for an intersection departure which violates 7110.65. Since the new taxiway is not named or marked; aircraft cannot be instructed not to turn on it. This new taxiway is an unnamed and unmarked movement area. The taxiway needs to be marked; named and depicted on charts or barricaded closed.
