Narrative:

As part of takeoff clearance from lax runway 25R the tower said 'fly heading 250 degree maintain 5000' cleared for takeoff'. Aircraft was light and climbed at a good rate and crossed shoreline at about 2500-3000'. Several minutes later departure control commented that we had climbed too fast and that they had VFR traffic along the shoreline at 3500. If that was so they should never have cleared us to 5000'. The original clearance was to maintain 2000' and was not changed to 5000' until time of takeoff clearance. There are no altitude restrictions published or implied as confirmed by another lax departure controller later that day when given the exact same clearance later in the same day.

Title: CONFLICT AIRBORNE BETWEEN ACR MLG WESTBOUND DEP OFF LAX AND TRAFFIC IN VFR OFFSHORE CORRIDOR THROUGH TCA. OPERROR.

Narrative: AS PART OF TKOF CLRNC FROM LAX RWY 25R THE TWR SAID 'FLY HDG 250 DEG MAINTAIN 5000' CLRED FOR TKOF'. ACFT WAS LIGHT AND CLIMBED AT A GOOD RATE AND CROSSED SHORELINE AT ABOUT 2500-3000'. SEVERAL MINUTES LATER DEP CTL COMMENTED THAT WE HAD CLIMBED TOO FAST AND THAT THEY HAD VFR TFC ALONG THE SHORELINE AT 3500. IF THAT WAS SO THEY SHOULD NEVER HAVE CLRED US TO 5000'. THE ORIGINAL CLRNC WAS TO MAINTAIN 2000' AND WAS NOT CHANGED TO 5000' UNTIL TIME OF TKOF CLRNC. THERE ARE NO ALT RESTRICTIONS PUBLISHED OR IMPLIED AS CONFIRMED BY ANOTHER LAX DEP CTLR LATER THAT DAY WHEN GIVEN THE EXACT SAME CLRNC LATER IN THE SAME DAY.
