Narrative:

On descent into sat being controled by approach at 5100' we were asked our altitude. We responded by '5100' leveling at 5000'.' controller said we were cleared only to 7000'. We understood and read back 5000'. We were not corrected by the controller. We were not directed to climb back to 7000'. Traffic was small transport Y in the vicinity landing sat also. Talking to supervisor of the controller when on the ground, he verified and I heard the replay of tape. Controller did clear us only to 7000' and we did read back 5000'. Many times the controllers do not appear to listen to our readbacks to verify their instructions.

Title: POTENTIAL CONFLICT SET UP WHEN ACR FLT CREW THOUGHT CTLR HAD GIVEN DESCENT TO 5000'. ACTUAL ALT ASSIGNMENT WAS 7000, BUT FLT CREW READ BACK 5000. OPERATIONAL DEVIATION.

WE WERE NOT CORRECTED BY THE CTLR. WE WERE NOT DIRECTED TO CLB BACK TO 7000'. TFC WAS SMT Y IN THE VICINITY LNDG SAT ALSO. TALKING TO SUPVR OF THE CTLR WHEN ON THE GND, HE VERIFIED AND I HEARD THE REPLAY OF TAPE. CTLR DID CLR US ONLY TO 7000' AND WE DID READ BACK 5000'. MANY TIMES THE CTLRS DO NOT APPEAR TO LISTEN TO OUR READBACKS TO VERIFY THEIR INSTRUCTIONS.
