Narrative:
Cleared to descend and cross 45 mi northwest mia VOR at 16000'. Much radio congestion, wrong frequency given for mia approach. No altimeter setting given by mia center or approach control. Difficult time getting altimeter from mia ATIS. Read 31.13, leveled at 16000', was advised the altimeter was 30.13. Corrected altimeter and altitude. No aircraft conflict. Flight crew and mia working with stars that are not published. Much too much communication congestion. Need altitude given by center or approach control prior to descending through 18000'.
