Narrative:
Dispatched with one center tank fuel pump inoperative; unable to get fuel out of center tank and decided to return to departure airport. [We] coordinate with dispatch and made overweight landing. Emergency was declared and crash fire rescue equipment was requested. Smooth landing; crash fire rescue equipment followed us to ramp stand parking; no hot brakes. [We] entered fuel system problem and overweight landing in to logbook. Maintenance accomplished overweight landing inspection. Flight was dispatched with wing tank fuel only and an intermediate fuel stop.

Title: A B777 was dispatched with an inoperative center tank fuel pump. When unable to use center tank fuel via the remaining pump; the flight returned to departure airport for an overweight landing.
