Narrative:
In the past 7 days there have been 9 incidents, caused by pilots who either do not speak or understand the english language, that have directly affected the safety of flts on while I have been PIC. #1) early am, 1/wed/89: pilot told to hold short of runway 16L at ftw. Pilot responded, 'roger, we take off.' aircraft taxied onto runway 16L while I was on 1/16 mi final approach. I was unable to go around and landed beyond the departing aircraft. #2) later am, 1/wed/89: while on final approach to runway 16L at ftw, I was cut off by an aircraft who was instructed (4 times) by the tower to land on 16R. I was forced to take extreme evasive action to avoid collision. Pilot seemed to speak little or no english. #3) am 1/thur/89: same as #1. #4) mid pm, 1/thur/89: near miss with aircraft that reported 5 north of airport. Pilot spoke with an accent that interfered with his ability to communicate. Near miss occurred 2 mins after pilot reported 6.5 mi (DME) sse of ftw. #5) am, 1/mon/89: same as #5 except while landing. Go around was necessary. #7) am, 1/mon/89: while on go around from #6, aircraft who was instructed to fly right traffic for 16R made left turn and near miss occurred. Pilot of aircraft spoke no english. Daylight, 1/tue-wed/89: 3 incidents occurred while taxiing because other pilots seemed to not understand instructions that were issued by ground control. Callback conversation with reporter revealed the following: reporter states this type of occurrence is so frequent it is scary. Has had to do 90 degree bank, roll upside down as evasive action to avoid these conflicts at times. Has notified GADO along with diagrams of suggested routes and altitudes for approach and departures to standardize this area of high intensity training. Feels the potential for disaster grows as no one seems to take responsibility for doing anything. FAA does not even respond to letters and suggestions.

GAR WAS NECESSARY. #7) AM, 1/MON/89: WHILE ON GAR FROM #6, ACFT WHO WAS INSTRUCTED TO FLY RIGHT TFC FOR 16R MADE LEFT TURN AND NEAR MISS OCCURRED. PLT OF ACFT SPOKE NO ENGLISH. DAYLIGHT, 1/TUE-WED/89: 3 INCIDENTS OCCURRED WHILE TAXIING BECAUSE OTHER PLTS SEEMED TO NOT UNDERSTAND INSTRUCTIONS THAT WERE ISSUED BY GND CTL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THIS TYPE OF OCCURRENCE IS SO FREQUENT IT IS SCARY. HAS HAD TO DO 90 DEG BANK, ROLL UPSIDE DOWN AS EVASIVE ACTION TO AVOID THESE CONFLICTS AT TIMES. HAS NOTIFIED GADO ALONG WITH DIAGRAMS OF SUGGESTED ROUTES AND ALTS FOR APCH AND DEPS TO STANDARDIZE THIS AREA OF HIGH INTENSITY TRNING. FEELS THE POTENTIAL FOR DISASTER GROWS AS NO ONE SEEMS TO TAKE RESPONSIBILITY FOR DOING ANYTHING. FAA DOES NOT EVEN RESPOND TO LETTERS AND SUGGESTIONS.
