Slats failed to extend during approach. QRH procedure initiated; slats remained stuck at 0. Entered holding; completed QRH procedure; declared an emergency (precautionary) landed on the longest available runway; very flat approach at higher than normal speed. Little to no flare; manual throttle reduction to minimize float; landing distance based on maximum braking and appears very short in comparison to normal landing distances.

Title: An A310 crew reported that after the slats failed to extend they declared an emergency; completed the QRH and landed uneventfully with flaps 40; no slats.
