Narrative:

On routine training flight xc I was PIC. After first leg of stopover flight consisting of 1R route and arrival nkt, hot refuel at cherry pt MCAS, pick up second flight leg clearance. Had filed nkt sdz ir-22 cha nqa. Clearance was either improperly transmitted from nzc operations where filed or amended by ATC deleting ir-022. No explanation. I asked nkt operations to refile, but clearance received again deleted ir-022. (All this during 15 min total ground time evoluting including hot pit refuel operation.) to avoid burning badly needed mission fuel I took off on issued clearance planning to get it straightened out in the air en route. During the next 170 NM of flight including 5 controling agencies I tried to express my intent. The next few lines are an all too familiar refrain: nobody had time to talk to me. Except for check-INS (even those difficult) and handoffs, all controllers were too busy to do anything except one. Most replies were 'standby' followed by a handoff. Each succeeding time I made my desires known to one controller the next was not informed. Finally the controller prior to clt did clear me as requested, but then on handoff clt approach controller (female) hadn't a clue. I was already established on IR22 and she asked, 'are you proceeding to clt?' I said, 'no I'm on IR22 as cleared.' she directed me off the route and when I questioned it, the supervisor said, 'fly 270 maintain 10K--that's all we have.' I had been summarily ejected from a route I had filed and been cleared on because controllers were too busy to handle military traffic. 'Call me when you land if you're not happy.' I talked later with a supervisor at clt (who was very nice) and he agreed I 'had a legitimate bitch.' a lot of flight planning was just wasted and taxpayer's fuel wasted. Problems: communication too crowded, IR22 conflict with clt approach, communications breakdowns, controllers too busy with airline traffic at clt.

EACH SUCCEEDING TIME I MADE MY DESIRES KNOWN TO ONE CTLR THE NEXT WAS NOT INFORMED. FINALLY THE CTLR PRIOR TO CLT DID CLR ME AS REQUESTED, BUT THEN ON HDOF CLT APCH CTLR (FEMALE) HADN'T A CLUE. I WAS ALREADY ESTABLISHED ON IR22 AND SHE ASKED, 'ARE YOU PROCEEDING TO CLT?' I SAID, 'NO I'M ON IR22 AS CLRED.' SHE DIRECTED ME OFF THE ROUTE AND WHEN I QUESTIONED IT, THE SUPVR SAID, 'FLY 270 MAINTAIN 10K--THAT'S ALL WE HAVE.' I HAD BEEN SUMMARILY EJECTED FROM A ROUTE I HAD FILED AND BEEN CLRED ON BECAUSE CTLRS WERE TOO BUSY TO HANDLE MIL TFC. 'CALL ME WHEN YOU LAND IF YOU'RE NOT HAPPY.'
