[Merged air carrier operations have flight crews] leaving aircraft hydraulic system electric pumps 'a' and 'B' hydraulic switch in the 'on' position on [aircraft] turns. Aircraft on gate for three hours; this creates a hazard for the mechanic working the aircraft. He has no idea who is in the cockpit and what they will touch; or what will move.
