Narrative:

I had just completed an air to air mission in west 386. I was the flight lead for a division of 4 fgt's. We were out of nsf and were returning there. We'd just completed a mission with 4 fgt Y's from lfi. Our call sign was abc, fgt X xyz. There was a deck of clouds underneath us around 20000-22000' MSL. Standard procedures call for us to check out with giant killer prior to exiting the warning area and receive our return IFR clearance from them. As we were checking out so were the 4 fgt Y's. Additionally, 2-4 fgt Y's were checking in to use the west 386. The frequency was clobbered. At the same time giant killer lost their radar and were asking everyone for position reports. We proceeded toward our exit point as a 4 ship and waited our turn to talk. Since we'd relayed our exit intentions to giant killer upon entry and into the area, I expected a quick handoff to either norfolk approach or ZDC. Once we idented ourselves with giant killer they were unable to execute a handoff because they were unprepared and they directed the flight to perform a 180 degree turn to the east to avoid exiting the west 386. Unfortunately, one of the aircraft had flown into a minimum fuel condition and he was unable to deviate. If he had because of the WX and his state, we'd have been forced to divert him to another field. Normally I would have descended to 16500' MSL and proceeded VFR, but the cloud deck precluded that. I elected to continue along the standard return routing in VMC conditions, contact norfolk approach and work our clearance out with them. In doing so, I penetrated the positive control area west/O proper clearance. Overhead ccv we receiver our clearance and the rest of the flight went west/O incidence. Once on deck I contacted both giant killer and ZDC and explained the circumstances surrounding the incident.

ADDITIONALLY, 2-4 FGT Y'S WERE CHKING IN TO USE THE W 386. THE FREQ WAS CLOBBERED. AT THE SAME TIME GIANT KILLER LOST THEIR RADAR AND WERE ASKING EVERYONE FOR POS RPTS. WE PROCEEDED TOWARD OUR EXIT POINT AS A 4 SHIP AND WAITED OUR TURN TO TALK. NORMALLY I WOULD HAVE DSNDED TO 16500' MSL AND PROCEEDED VFR, BUT THE CLOUD DECK PRECLUDED THAT. I ELECTED TO CONTINUE ALONG THE STANDARD RETURN ROUTING IN VMC CONDITIONS, CONTACT NORFOLK APCH AND WORK OUR CLRNC OUT WITH THEM. IN DOING SO, I PENETRATED THE PCA W/O PROPER CLRNC. OVERHEAD CCV WE RECEIVER OUR CLRNC AND THE REST OF THE FLT WENT W/O INCIDENCE. ONCE ON DECK I CONTACTED BOTH GIANT KILLER AND ZDC AND EXPLAINED THE CIRCUMSTANCES SURROUNDING THE INCIDENT.
