Narrative:
I was on top of a cloud layer approximately 30 mi southeast of paradise VOR and descending out of 10500' en route to fullerton airport. I requested an approach to fullerton with ont approach and was given a clearance to homeland VOR, and then via victor 283 and cleared to 7000'. I acknowledged the clearance by reading it back in its entirety. Several mins later the controller stated that he showed me descending through 7600' and that I was only cleared to 8000'. I responded that I understood that my clearance was to 7000'. The controller replied, 'no, you were cleared to 8000'. Climb to 8000' and remain there.' I still believe that my original clearance was to 7000' and that when I read it back the controller did no recognize the error, neither his nor mine, if he wanted me to descend to 8000'.
