Narrative:
Departed bisbee, az, at approximately XA45 local on 2/sun/89 on a personal flight returning home to phx, planned via nogales and kitt peak areas for scenic benefit of passenger. After passing nogales VOR, was pointing out kitt peak observatory complex ahead some 25 mi just right of aircraft centerline. When I turned to look back to the left, an small transport Y twin engine jet was less than 100' off my left wing with its gear and flaps extended. I did not obtain the north#, but the wording 'united states customs service' was clearly visible. The small transport Y was dark blue and white color. I called prescott flight watch on 122.0 to report the incident and asked for a frequency to contact the small transport Y. Flight watch indicated that such frequencys were discrete and would not provide me with means to contact the small transport Y which was dangerously close. In the meantime the small transport Y dropped down several hundred ft and crossed to my right side climbing back up and holding in my 3:30 level at about 500-600'. After 3-4 mins the small transport Y pulled well ahead, turned left and appeared to head back toward nogales.

Title: SMA WAS INTERCEPTED BY CUSTOMS ACFT DUE TO HIS PROX TO USA-MEX BORDER AND ROUTE OF FLT. SMA CONSIDERED INTERCEPT AN NMAC.
Narrative: DEPARTED BISBEE, AZ, AT APPROX XA45 LCL ON 2/SUN/89 ON A PERSONAL FLT RETURNING HOME TO PHX, PLANNED VIA NOGALES AND KITT PEAK AREAS FOR SCENIC BENEFIT OF PAX. AFTER PASSING NOGALES VOR, WAS POINTING OUT KITT PEAK OBSERVATORY COMPLEX AHEAD SOME 25 MI JUST RIGHT OF ACFT CENTERLINE. WHEN I TURNED TO LOOK BACK TO THE LEFT, AN SMT Y TWIN ENG JET WAS LESS THAN 100' OFF MY LEFT WING WITH ITS GEAR AND FLAPS EXTENDED. I DID NOT OBTAIN THE N#, BUT THE WORDING 'UNITED STATES CUSTOMS SERVICE' WAS CLEARLY VISIBLE. THE SMT Y WAS DARK BLUE AND WHITE COLOR. I CALLED PRESCOTT FLT WATCH ON 122.0 TO RPT THE INCIDENT AND ASKED FOR A FREQ TO CONTACT THE SMT Y. FLT WATCH INDICATED THAT SUCH FREQS WERE DISCRETE AND WOULD NOT PROVIDE ME WITH MEANS TO CONTACT THE SMT Y WHICH WAS DANGEROUSLY CLOSE. IN THE MEANTIME THE SMT Y DROPPED DOWN SEVERAL HUNDRED FT AND CROSSED TO MY RIGHT SIDE CLBING BACK UP AND HOLDING IN MY 3:30 LEVEL AT ABOUT 500-600'. AFTER 3-4 MINS THE SMT Y PULLED WELL AHEAD, TURNED LEFT AND APPEARED TO HEAD BACK TOWARD NOGALES.
