Narrative:
I was flying the aircraft and the captain was handling the radio. We had flown the musel 5 departure off sna. We were about 7 DME off sna localizer at 3000' when coast departure gave us a right turn to a heading of 200 degrees and a clearance to climb to 13000'. They then instructed us to go to ZLA. The captain then checked in with ZLA with our call sign. ZLA came back with our call sign and told us to climb to FL230 and out of 12000' normal speed. We had a speed restriction of 250 KTS. Going through 6000' another controller overrode the first controller (apparently a trnee) and instructed us to maintain 6000'. As we were climbing and already at 6000' we reached 6300' before we were able to stop the climb and immediately descend to 6000'. The instructing controller then told us to go back to coast approach. We went back to coast and they told us we had traffic at 7000' (an small transport). We were not given a clear explanation of what had happened or how close to traffic was or if there had been a conflict. We never saw the traffic.
Original NASA ASRS Text
Title: CONFLICT AIRBORNE BETWEEN DEPARTING ACR-MLG AND ACR-SMT.
Narrative: I WAS FLYING THE ACFT AND THE CAPT WAS HANDLING THE RADIO. WE HAD FLOWN THE MUSEL 5 DEP OFF SNA. WE WERE ABOUT 7 DME OFF SNA LOC AT 3000' WHEN COAST DEP GAVE US A RIGHT TURN TO A HDG OF 200 DEGS AND A CLRNC TO CLB TO 13000'. THEY THEN INSTRUCTED US TO GO TO ZLA. THE CAPT THEN CHKED IN WITH ZLA WITH OUR CALL SIGN. ZLA CAME BACK WITH OUR CALL SIGN AND TOLD US TO CLB TO FL230 AND OUT OF 12000' NORMAL SPD. WE HAD A SPD RESTRICTION OF 250 KTS. GOING THROUGH 6000' ANOTHER CTLR OVERRODE THE FIRST CTLR (APPARENTLY A TRNEE) AND INSTRUCTED US TO MAINTAIN 6000'. AS WE WERE CLBING AND ALREADY AT 6000' WE REACHED 6300' BEFORE WE WERE ABLE TO STOP THE CLB AND IMMEDIATELY DSND TO 6000'. THE INSTRUCTING CTLR THEN TOLD US TO GO BACK TO COAST APCH. WE WENT BACK TO COAST AND THEY TOLD US WE HAD TFC AT 7000' (AN SMT). WE WERE NOT GIVEN A CLEAR EXPLANATION OF WHAT HAD HAPPENED OR HOW CLOSE TO TFC WAS OR IF THERE HAD BEEN A CONFLICT. WE NEVER SAW THE TFC.
