Narrative:
During initial climb-out during the slat / flap retraction period; the slat fail message appears. The checklist was run in the QRH and we limited our speed to 210 KTS and limited our climb with ATC to FL200. After running the checklist; the message did not clear and it was visually confirmed that the slats were still down. After conferring with dispatch and maintenance control via radio; the decision was made to divert. On approach; the slats failed to come down from 3 to full. The captain declared an emergency at this point and we landed.

Title: An ERJ-175 CAS alerted SLAT FAIL during climb out so the climb was continued to FL200 where the decision was make to divert and on approach the slats remained at 3.
