Narrative:
A veh was approved access to runway 32 for snow removal along the side of the runway. Several mins later air carrier X called ready on on runway 32. It was necessary to obtain an IFR release from the radar room. The release was received and air carrier X was cleared for takeoff west/O delay due to inbound traffic landing on runway 6L.

Title: MLG DEPARTED WITH SNOW REMOVAL VEHICLE STILL ON RWY.
Narrative: A VEH WAS APPROVED ACCESS TO RWY 32 FOR SNOW REMOVAL ALONG THE SIDE OF THE RWY. SEVERAL MINS LATER ACR X CALLED READY ON ON RWY 32. IT WAS NECESSARY TO OBTAIN AN IFR RELEASE FROM THE RADAR ROOM. THE RELEASE WAS RECEIVED AND ACR X WAS CLRED FOR TKOF W/O DELAY DUE TO INBND TFC LNDG ON RWY 6L.
