Narrative:
Medium large transport was climbed to FL250 because of traffic. The handoff from ZOB on small transport alerted the trnee and myself that small transport was climbing to FL280 (LOA) and would be traffic for medium large transport who was level at FL250. My trnee alertly called ZOB to find out what altitude small transport was climbing to. The radar man told us he was climbing to FL280. ZOB already had the handoff on medium large transport. My trnee advised the controller to stop small transport's climb to FL240 and that medium large transport was at FL250 and would be their control to climb to FL290 reference small transport. The rav sector had the handoff on medium large transport at least 20 mi from the center boundary. As far as we knew the rav sector was going to stop small transport climb at FL240 as coordinated. We were busy during this period and did not switch medium large transport to the rav sector immediately because of our traffic. At approximately center boundary C/a activated between small transport and medium large transport. At first we thought it was an altitude swap and then realized that small transport's data block showed him descending from FL260. Cle departure over rod VORTAC created a head-on situation with ind and cvg departure over rod J29 such as the above case. A different route of cle departure away from rod VORTAC would help eliminate this. Also it is common for the mnn sector to work cle departure over rod and the rav sector never talk to the aircraft on many occasions.

Title: BREAKDOWN IN INTERFAC COORD RESULTED IN LESS THAN STANDARD SEPARATION BETWEEN MLG AND SMT.
Narrative: MLG WAS CLBED TO FL250 BECAUSE OF TFC. THE HDOF FROM ZOB ON SMT ALERTED THE TRNEE AND MYSELF THAT SMT WAS CLBING TO FL280 (LOA) AND WOULD BE TFC FOR MLG WHO WAS LEVEL AT FL250. MY TRNEE ALERTLY CALLED ZOB TO FIND OUT WHAT ALT SMT WAS CLBING TO. THE RADAR MAN TOLD US HE WAS CLBING TO FL280. ZOB ALREADY HAD THE HDOF ON MLG. MY TRNEE ADVISED THE CTLR TO STOP SMT'S CLB TO FL240 AND THAT MLG WAS AT FL250 AND WOULD BE THEIR CTL TO CLB TO FL290 REF SMT. THE RAV SECTOR HAD THE HDOF ON MLG AT LEAST 20 MI FROM THE CENTER BOUNDARY. AS FAR AS WE KNEW THE RAV SECTOR WAS GOING TO STOP SMT CLB AT FL240 AS COORDINATED. WE WERE BUSY DURING THIS PERIOD AND DID NOT SWITCH MLG TO THE RAV SECTOR IMMEDIATELY BECAUSE OF OUR TFC. AT APPROX CENTER BOUNDARY C/A ACTIVATED BTWN SMT AND MLG. AT FIRST WE THOUGHT IT WAS AN ALT SWAP AND THEN REALIZED THAT SMT'S DATA BLOCK SHOWED HIM DSNDING FROM FL260. CLE DEP OVER ROD VORTAC CREATED A HEAD-ON SITUATION WITH IND AND CVG DEP OVER ROD J29 SUCH AS THE ABOVE CASE. A DIFFERENT ROUTE OF CLE DEP AWAY FROM ROD VORTAC WOULD HELP ELIMINATE THIS. ALSO IT IS COMMON FOR THE MNN SECTOR TO WORK CLE DEP OVER ROD AND THE RAV SECTOR NEVER TALK TO THE ACFT ON MANY OCCASIONS.
