Narrative:
Approaching bjc from north. A single engine small aircraft Y reported inbound from lafayette (2 on drawing) was cleared to enter and report 2 mi left base for 11L. We reported louisville (1 on drawing) seconds later reporting passing the small aircraft Y (2-3 mi distant, latitude). Tower instructed us to follow the small aircraft Y and report 2 mi left base and I immediately informed tower we had already passed the small aircraft Y and were considerably faster, requested cancel 'follow the small aircraft Y' restriction. Tower did not respond, but an small transport reported over boulder and tower cleared him straight in for 11L. By this time I was over stc, reporting point for 2 mi left base entry with small aircraft Y approximately 3 mi behind, tower controller talking to departures, blocking frequency stepped on me when reported base. Finally got a response when turning final and cleared to land. Decided against wide right 360 degrees to get behind small aircraft Y, since that would have taken me around head on toward the small transport, which I had not spotted visually. Controller (probably a trnee) was not listening, stepping on others' xmissions, seemed oblivious to relative speeds and locations of aircraft, not effectively supervised.

Title: TWR CTLR CLEARED THE CLOSEST AND FASTEST ACFT TO FOLLOW THE FURTHEST AND SLOWEST ACFT.
Narrative: APCHING BJC FROM N. A SINGLE ENG SMA Y RPTED INBND FROM LAFAYETTE (2 ON DRAWING) WAS CLRED TO ENTER AND RPT 2 MI LEFT BASE FOR 11L. WE RPTED LOUISVILLE (1 ON DRAWING) SECONDS LATER RPTING PASSING THE SMA Y (2-3 MI DISTANT, LAT). TWR INSTRUCTED US TO FOLLOW THE SMA Y AND RPT 2 MI LEFT BASE AND I IMMEDIATELY INFORMED TWR WE HAD ALREADY PASSED THE SMA Y AND WERE CONSIDERABLY FASTER, REQUESTED CANCEL 'FOLLOW THE SMA Y' RESTRICTION. TWR DID NOT RESPOND, BUT AN SMT RPTED OVER BOULDER AND TWR CLRED HIM STRAIGHT IN FOR 11L.
