Narrative:
My copilot loaded the FMS computer with the data provided by the company air carrier a including filed flight plan routing (SID included). My copilot called clearance delivery and received and read back a clearance while I listened. It was acknowledged as correct. Due to the accent of the mexican controller speaking in english, I did not understand the clearance and asked my copilot what he said. Basically the copilot said, 'cleared as filed.' after takeoff the departure controller questioned our position. The controller thought we were proceeding on a different SID than we were flying. Departure control gave us a heading to intercept J5. Since I was flying, I instructed the copilot to set up the arwy. He looked at the map and manually entered the VOR and radial. We were questioned. About our position again--inadvertently the copilot had entered the VOR and radial of V5. The chart is a high-low chart. I feel the clearance delivery people at foreign airports should be screened for clarity of english--if I have a problem understanding, think about pilots!! High-low should perhaps have differed colored ink to depict the difference between victor and jet arwys. Supplemental information from acn 107919: the computer generated flight plan called for the texapan 1 departure, which was put into the FMS. The clearance delivery person was not able to understand, we inquired numerous times and thought we understood what he said. After takeoff the departure controller told us to fly to whiskey beacon, which was not on the chart. It turned out he was saying 'microphone whiskey' beacon, which was on the san mateo 2 departure. The captain had turned left to intercept the texapan departure and the controller wanted us to turn to intercept J5. We put in the radial for V5, which is very close to J5 on the chart. We then corrected for J5 in the FMC and intercepted J5 for san mateo VOR. The controllers were very difficult to understand and seemed very impatient when we needed to get the instructions repeated because we could not understand what they were saying. I have flown in mexico alot and this is the most difficult time I have had understanding the controllers.

Title: FLT DEVIATED FROM CLEARED ROUTE WHILE DEPARTING A FOREIGN ARPT. THE DEVIATION APPEARS DUE IN LARGE PART TO COM PROBLEMS RESULTING IN THE FLT CREW UNSURE OF THE CLRNC.

AFTER TKOF THE DEP CTLR TOLD US TO FLY TO WHISKEY BEACON, WHICH WAS NOT ON THE CHART. IT TURNED OUT HE WAS SAYING 'MIKE WHISKEY' BEACON, WHICH WAS ON THE SAN MATEO 2 DEP. THE CAPT HAD TURNED LEFT TO INTERCEPT THE TEXAPAN DEP AND THE CTLR WANTED US TO TURN TO INTERCEPT J5. WE PUT IN THE RADIAL FOR V5, WHICH IS VERY CLOSE TO J5 ON THE CHART. WE THEN CORRECTED FOR J5 IN THE FMC AND INTERCEPTED J5 FOR SAN MATEO VOR. THE CTLRS WERE VERY DIFFICULT TO UNDERSTAND AND SEEMED VERY IMPATIENT WHEN WE NEEDED TO GET THE INSTRUCTIONS REPEATED BECAUSE WE COULD NOT UNDERSTAND WHAT THEY WERE SAYING. I HAVE FLOWN IN MEXICO ALOT AND THIS IS THE MOST DIFFICULT TIME I HAVE HAD UNDERSTANDING THE CTLRS.
