Narrative:

Air carrier a was wbound at FL350, air carrier B was northeast bound at FL330, requesting FL370 because of turbulence. I asked air carrier B how soon he could be level at FL370. He replied, '3 mins.' I had 4+ mins before sep would be lost. I climbed air carrier B to FL370. Approximately 2 1/2 mins later I asked air carrier B if he could be level at FL370 in a minute or less. He stated a minute and maybe a little more. 1 min, 10 seconds prior to loss of sep I issued a clearance to air carrier B to be level in 1 min. The pilot acknowledged the clearance, but did not reach FL370 for 2 mins. Sep was lost. The pilot never told me he could not meet his restriction. It took air carrier B 4 mins, 58 seconds to climb from FL330 to FL370, after he told me he could do it in 3 mins. Supplemental information from acn 108029: center cleared us to 37000' in 3 mins. We were very light and were climbing at 1500 FPM up to 36000'. We were unable to climb at more than 400 FPM above 36000'. Our weight at that time was about 112000#.

Title: ACFT CLIMBED SLOW TO REQUESTED ALT RESULTING IN LESS THAN STANDARD SEPARATION WITH ANOTHER ACFT.

Narrative: ACR A WAS WBOUND AT FL350, ACR B WAS NE BOUND AT FL330, REQUESTING FL370 BECAUSE OF TURB. I ASKED ACR B HOW SOON HE COULD BE LEVEL AT FL370. HE REPLIED, '3 MINS.' HE STATED A MINUTE AND MAYBE A LITTLE MORE. 1 MIN, 10 SECS PRIOR TO LOSS OF SEP I ISSUED A CLRNC TO ACR B TO BE LEVEL IN 1 MIN. THE PLT ACKNOWLEDGED THE CLRNC, BUT DID NOT REACH FL370 FOR 2 MINS. SEP WAS LOST. THE PLT NEVER TOLD ME HE COULD NOT MEET HIS RESTRICTION. IT TOOK ACR B 4 MINS, 58 SECS TO CLB FROM FL330 TO FL370, AFTER HE TOLD ME HE COULD DO IT IN 3 MINS. SUPPLEMENTAL INFO FROM ACN 108029: CENTER CLRED US TO 37000' IN 3 MINS. WE WERE VERY LIGHT AND WERE CLBING AT 1500 FPM UP TO 36000'. WE WERE UNABLE TO CLB AT MORE THAN 400 FPM ABOVE 36000'. OUR WT AT THAT TIME WAS ABOUT 112000#.
