Narrative:
Taking a photograph of a ground object; had tower's permission to approach and circle around target; got too slow for very gusty wind conditions; wing stalled and plane dove to the left. Recovered 200-300 ft AGL. Came close to the tower on recovery. Flew away uneventfully.
