Narrative:

Initial ATIS winds were 040/18-28 (approximately) landing runway 35. On downwind for 35 at 5000' as per center we were sent to tower. Tower advised now landing on 17 and cleared for visibility to follow medium large transport on final. Turning final with aircraft configured for landing and log checklist complete at about 1500' and on ILS G/south INS ground speed showed 170 KTS and 20 KT tailwind. Tower wind was 160/16, or about a 16 KT headwind at runway. Landing medium large transport reported +20 KTS at about 200'. Therefore, we expected a shift from tailwind to headwind at about 200' also. This did not occur as ground speed on INS stayed at about 170 KTS down to below 100'. I called out actual ground speed throughout the approach. Captain was flying and approach was stabilized at 150 KIAS with reference speed of 136 KTS. Extra speed over 141 KTS, no wind approach speed was for potential wind shear due to changing winds (from ATIS 040 degrees to now 160 degrees). Flare point was about 1000' point. Throttles were closed prior to flare and flare was just above runway. At this point aircraft did not appear to decelerate as was expected and first officer called out 160 KIAS indicated on 10 KT increase. As aircraft approached 2000' point and still not on ground, I suggested we go around. As this statement was completed we touched down and it appears that the brakes were locked. The aircraft veered right. The captain appeared to use left brakes to hold aircraft on runway. We turned off at the end and it was apparent we had blown tires on our right side. The tower had the fire trucks en route. They foamed all main tires. Hydraulic fluid was leaking. We shut down all engines. Passenger were off loaded by portable stairs and bus. All 4 tires on right main were shredded and hydraulic lines were gone. 1 or 2 left tires were still inflated. Both aft left were blown. Skid marks on runway showed continuous skid of right truck for full rollout. Left main showed about a 50' skid, then an anti skid release pattern. At this time maintenance has not yet determined if in fact the anti skid system did fail or if brakes were locked for some other reason. There were no passenger injuries.

TWR WIND WAS 160/16, OR ABOUT A 16 KT HEADWIND AT RWY. LNDG MLG RPTED +20 KTS AT ABOUT 200'. THEREFORE, WE EXPECTED A SHIFT FROM TAILWIND TO HEADWIND AT ABOUT 200' ALSO. THIS DID NOT OCCUR AS GND SPD ON INS STAYED AT ABOUT 170 KTS DOWN TO BELOW 100'. I CALLED OUT ACTUAL GND SPD THROUGHOUT THE APCH. CAPT WAS FLYING AND APCH WAS STABILIZED AT 150 KIAS WITH REF SPD OF 136 KTS. EXTRA SPD OVER 141 KTS, NO WIND APCH SPD WAS FOR POTENTIAL WIND SHEAR DUE TO CHANGING WINDS (FROM ATIS 040 DEGS TO NOW 160 DEGS). FLARE POINT WAS ABOUT 1000' POINT. THROTTLES WERE CLOSED PRIOR TO FLARE AND FLARE WAS JUST ABOVE RWY. AT THIS POINT ACFT DID NOT APPEAR TO DECELERATE AS WAS EXPECTED AND F/O CALLED OUT 160 KIAS INDICATED ON 10 KT INCREASE. AS ACFT APCHED 2000' POINT AND STILL NOT ON GND, I SUGGESTED WE GO AROUND. AS THIS STATEMENT WAS COMPLETED WE TOUCHED DOWN AND IT APPEARS THAT THE BRAKES WERE LOCKED. THE ACFT VEERED RIGHT. THE CAPT APPEARED TO USE LEFT BRAKES TO HOLD ACFT ON RWY. WE TURNED OFF AT THE END AND IT WAS APPARENT WE HAD BLOWN TIRES ON OUR RIGHT SIDE. THE TWR HAD THE FIRE TRUCKS ENRTE. THEY FOAMED ALL MAIN TIRES. HYD FLUID WAS LEAKING. WE SHUT DOWN ALL ENGS. PAX WERE OFF LOADED BY PORTABLE STAIRS AND BUS. ALL 4 TIRES ON RIGHT MAIN WERE SHREDDED AND HYD LINES WERE GONE. 1 OR 2 LEFT TIRES WERE STILL INFLATED. BOTH AFT LEFT WERE BLOWN. SKID MARKS ON RWY SHOWED CONTINUOUS SKID OF RIGHT TRUCK FOR FULL ROLLOUT. LEFT MAIN SHOWED ABOUT A 50' SKID, THEN AN ANTI SKID RELEASE PATTERN. AT THIS TIME MAINT HAS NOT YET DETERMINED IF IN FACT THE ANTI SKID SYS DID FAIL OR IF BRAKES WERE LOCKED FOR SOME OTHER REASON. THERE WERE NO PAX INJURIES.
