Narrative:
I was flying at 8000' MSL on an IFR flight plan in IMC conditions. I was en route to martinsburg, wv. Due to unexpected headwinds and the possibility of having to exercise my alternate, I decided to stop before my destination. According to flight watch, lancaster was reporting 400-500' ceiling. I was cleared for an ILS runway 8 approach. During the approach, I had trouble holding on the localizer course. I broke out right at DH lined up closer to runway 13 instead of runway 8. The tower saw my position and immediately cleared me for 13. During the previous month, I had 2.5 hours of instrument refresher with an instrument even though I was current. This was under the hood time and I did well. During this incident, I feel I demonstrated poor judgement in not executing a missed approach as soon as I got too far off the localizer. In my opinion, under the hood just isn't the same as real IMC. I intend to do much more practice in real IMC conditions.

Title: PLT ON ILS APCH BROKE OUT OF CLOUDS AND WAS LINED UP CLOSER TO DIFFERENT RWY THAN ASSIGNED. CTLR CLEARED HIM FOR SECOND RWY.
Narrative: I WAS FLYING AT 8000' MSL ON AN IFR FLT PLAN IN IMC CONDITIONS. I WAS ENRTE TO MARTINSBURG, WV. DUE TO UNEXPECTED HEADWINDS AND THE POSSIBILITY OF HAVING TO EXERCISE MY ALTERNATE, I DECIDED TO STOP BEFORE MY DEST. ACCORDING TO FLT WATCH, LANCASTER WAS RPTING 400-500' CEILING. I WAS CLRED FOR AN ILS RWY 8 APCH. DURING THE APCH, I HAD TROUBLE HOLDING ON THE LOC COURSE. I BROKE OUT RIGHT AT DH LINED UP CLOSER TO RWY 13 INSTEAD OF RWY 8. THE TWR SAW MY POS AND IMMEDIATELY CLRED ME FOR 13. DURING THE PREVIOUS MONTH, I HAD 2.5 HRS OF INSTRUMENT REFRESHER WITH AN INSTR EVEN THOUGH I WAS CURRENT. THIS WAS UNDER THE HOOD TIME AND I DID WELL. DURING THIS INCIDENT, I FEEL I DEMONSTRATED POOR JUDGEMENT IN NOT EXECUTING A MISSED APCH AS SOON AS I GOT TOO FAR OFF THE LOC. IN MY OPINION, UNDER THE HOOD JUST ISN'T THE SAME AS REAL IMC. I INTEND TO DO MUCH MORE PRACTICE IN REAL IMC CONDITIONS.
