Narrative:

While flaring to land at 2l0, runway 18, the centerline of the runway sprouted waving arms. I added power to overfly the person, landed on the latter half of the runway, taxied to ramp and parked. The airport is not generally open (official ceremony is 4/fri/89), but aircraft are based there, the runway is asphalt and marked with all numbers and lines. It is not 'X'ed' out. The calif department of airports and riverside county aviation department have stated that although not officially open, it is ok to use 'at your own risk.' we are in the process of moving aircraft to the new airport as this one closes. The new airport has no one operating a unicom. I had previously driven to that airport the same day and noted no personnel nor equipment on the runway or taxiway.

Title: GA SMA ALMOST HIT SOMEONE LNDG AT A NON TWR ARPT THAT WAS SCHEDULED TO OPEN 2 DAYS AFTER THE INCIDENT.

Narrative: WHILE FLARING TO LAND AT 2L0, RWY 18, THE CENTERLINE OF THE RWY SPROUTED WAVING ARMS. I ADDED PWR TO OVERFLY THE PERSON, LANDED ON THE LATTER HALF OF THE RWY, TAXIED TO RAMP AND PARKED. THE ARPT IS NOT GENERALLY OPEN (OFFICIAL CEREMONY IS 4/FRI/89), BUT ACFT ARE BASED THERE, THE RWY IS ASPHALT AND MARKED WITH ALL NUMBERS AND LINES. IT IS NOT 'X'ED' OUT. THE CALIF DEPT OF ARPTS AND RIVERSIDE COUNTY AVIATION DEPT HAVE STATED THAT ALTHOUGH NOT OFFICIALLY OPEN, IT IS OK TO USE 'AT YOUR OWN RISK.' WE ARE IN THE PROCESS OF MOVING ACFT TO THE NEW ARPT AS THIS ONE CLOSES. THE NEW ARPT HAS NO ONE OPERATING A UNICOM. I HAD PREVIOUSLY DRIVEN TO THAT ARPT THE SAME DAY AND NOTED NO PERSONNEL NOR EQUIPMENT ON THE RWY OR TXWY.
