Narrative:
As a routine, departed riverfront heliport (center city of phl) and contacted phl tower for clearance through the TCA southbound. It was late afternoon, and the frequency was congested. After a few mins phl tower gave us a squawk and we remained clear of TCA navigating to the east. Phl had no time to deal with us so we cancelled our request and continued around (outside) the TCA at low altitude. With the nature of the environment we may have been near the edge of the TCA. As we realized, we remained well clear.

Title: POSSIBLE PENETRATION OF PHL TCA.
Narrative: AS A ROUTINE, DEPARTED RIVERFRONT HELIPORT (CENTER CITY OF PHL) AND CONTACTED PHL TWR FOR CLRNC THROUGH THE TCA SBND. IT WAS LATE AFTERNOON, AND THE FREQ WAS CONGESTED. AFTER A FEW MINS PHL TWR GAVE US A SQUAWK AND WE REMAINED CLR OF TCA NAVIGATING TO THE E. PHL HAD NO TIME TO DEAL WITH US SO WE CANCELLED OUR REQUEST AND CONTINUED AROUND (OUTSIDE) THE TCA AT LOW ALT. WITH THE NATURE OF THE ENVIRONMENT WE MAY HAVE BEEN NEAR THE EDGE OF THE TCA.
