Narrative:
Both FMS MEL'd. [We] did not see NOTAM for boi VOR to be out of service at arrival time. [We] departed no FMS/GPS using VOR navigation only. Didn't realize boi VOR was out of service until over bke VOR. [We were] unable to have reliable communication with dispatch. [We] continued to boi knowing VFR weather and radar vectors.

Title: Air carrier flight crew reports being dispatched with both FMSs inoperative and discovering enroute that the VOR at their destination is also inoperative. Flight is able to continue in VMC with Radar vectors from ZLC.
